What does a commissioning plan include?

A commissioning plan makes scope, responsibilities, activities, records, testing, issue management, and closeout visible before the project reaches its busiest stages.

Start with purpose and responsibility

The plan should identify the owner’s requirements, systems in scope, the commissioning objectives, key team roles, and who will provide, review, or act on each item of evidence.

Show the evidence path

A useful plan names the design reviews, submittal checks, construction observations, start-up records, test procedures, issue log, training observations, and final documents that will be used.

Keep it project-specific

A plan should be adapted to the project stage and delivery model. It is not a promise that every activity applies to every project; the agreed scope determines the actual work.
